Leadership: Representative Alan Lowenthal is a former local city councilman and state legislator (CA-27) in Southern California, where he introduced groundbreaking legislation to clean up our air, and is widely recognized as an effective, bi-partisan problem solver. In Sacramento, Representative Lowenthal took the lead in efforts to improve air quality, increase coastal access and restore inland waterways throughout the state.
