Leadership Keenly aware of the importance of healthy coasts and oceans to the economy and lifestyles of California, Senator Barbara Boxer is an acknowledged leader in protecting ocean ecosystems. Senator Boxer has been a steadfast opponent of oil and gas development off the California coast and the Arctic National Wildlife Refuge, repeatedly blocking such efforts. She introduced the Gulf of the Farallones and Cordell Bank National Marine Sanctuaries Boundary Modification and Protection Act and worked to promote the recovery of salmon populations. Senator Boxer wrote the comprehensive National Oceans Protection Act and has led efforts to address global warming and create millions of clean energy jobs. Most recently, Senator Boxer has been a leading voice in the effort to hold BP accountable for their oil spill in the Gulf, and to prevent further drilling. As Chairwoman of the EPW Committee, Senator Boxer led two hearings to investigate the causes of and responses to the Gulf spill. She has called for DOJ Criminal and Civil investigations, and recently joined other West Coast Senators to introduce legislation permanently banning offshore drilling in California, Oregon and Washington.
