Leadership: Congressman Cummings has been outspoken about the state of the Chesapeake and our responsibility to improve it. The inflow of nitrogen, phosphorous, and sediments are key factors in the deteriorating health of the Bay. The Bay crosses a number of federal, state and local governmental boundaries, so Congressman Cummings has wisely introduced legislation that seeks to define the responsibilities of those governments and establish their accountability for results. He has also cosponsored a number of important bills seeking to improve Bay health.
In addition to his leadership on the Bay, Congressman Cummings has accumulated an outstanding voting record on ocean conservation issues. Most recently, he cast an important vote to protect innovative fishery management frameworks that have been proven to work for fish and fishermen. He has also voted to protect the National Ocean Policy, which improves ocean governance by facilitating communication and coordination across the 20 federal agencies with jurisdiction for ocean issues.
