Leadership: A PhD physicist Rep. Holt’s science background makes him a valuable member of the Natural Resources Committee. He is one of only two House members to receive a lifetime 100% rating from the League of Conservation Voters, and endorsed by the Sierra Club. Rep. Holt is a solid defender of the environment and has "Fought to stop ocean dumping off New Jersey's coast and create a scientific advisory panel assembled to prevent contaminated material from being deposited in the ocean" and "Stood up loud and clear to safeguard our country's environmental treasures from dangerous public policy, including oil drilling in the Arctic National Wildlife Preserve." On May 5, 2010, Rep. Holt introduced H.R. 5214 (Big Oil Bailout Prevention Act of 2010), to hold oil companies fully accountable for spill costs by raising their liability cap from $75 million to $10 billion. He also joined with others in the New Jersey delegation to to author a letter to Interior Secretary Salazar opposing the Administration's decision to expand offshore drilling. The letter instead calls for developing clean offshore solutions such as wind and wave energy.
