Leadership: Representative Soto served in the Florida Legislature from 2007 to 2016, where he supported modernizing septic systems around springs and restoring Florida’s major springs to historic flows and levels. He also served as the Democratic Lead on environmental issues on their Senate Environmental Preservation and Protection Committee. Representative Soto values bipartisan cooperation in his work and, like Ocean Champions, believes it is imperative to work across the aisle to pass pro-ocean conservation policy.

Representative Soto is committed to expanding our energy mix by incentivizing renewable energy such as solar, wind, biofuels, and hydropower. He opposes fracking and offshore drilling near Florida’s coast to protect its natural beauty, pristine beaches and long-term water supply. Representative Soto also cosponsored H.R. 1456, to help end the cruel practice of shark finning.
