Leadership: Congressman Cummings is an outspoken advocate for Chesapeake Bay cleanup efforts. Because it crosses a number of federal, state and local governmental boundaries, the Congressman has wisely introduced legislation that defines those governments’ responsibilities and establishes their accountability for results. He has also cosponsored important bills to improve Bay health, such as H.R. 3852, which promotes innovative, market-based, and cost-effective restoration incentives.

In addition to his leadership on the Chesapeake Bay, Congressman Cummings has accumulated an outstanding voting record on ocean conservation issues. He has cast important votes for innovative fishery management frameworks, which work for fish and fishermen, and to protect the National Ocean Policy, which improves ocean governance by facilitating communication and coordination across the twenty federal agencies with jurisdiction for ocean issues.
