Leadership: Congressman Clyburn sees great opportunity to create green jobs in rural America and improve our energy efficiency. He sponsored the Rural Energy Savings Program, which provides $4.9 billion in loan authority through the USDA’s Rural Utilities Service (RUS) to electric cooperatives to offer residential and small business customers low-interest micro-loans for energy-saving retrofits and structural improvements. The bill would have created 20,000 to 40,000 new green jobs.

In addition to his energy efficiency leadership, Congressman Clyburn has an outstanding voting record on ocean conservation issues. He cast important votes for innovative fishery management and the National Ocean Policy, which improves ocean governance by facilitating communication and coordination across the twenty federal agencies with jurisdiction for ocean issues. Congressman Clyburn also authored  legislation establishing the Gullah Geechee Cultural Heritage Corridor, which helps preserve the coastal history and culture of the Carolinas, Georgia, and Florida.
