Leadership: A long-time senior appropriator, Congressman Honda is the senior Democrat on the subcommittee that funds NOAA and all of its ocean programs. In that role, Congressman Honda has long fought to secure robust funding levels for important ocean, fish, and climate programs. He was the House lead in working with Senator Whitehouse to establish the National Oceans and Coastal Security Fund, and he continues to play a lead role in fending off the many anti-environmental riders that frequently emerge during last minute appropriations negotiations.
